Huggins was born in 1939 in Leicester, UK. He had a long career in journalism beginning in England and then continuing on in Canada where he moved when he was 25 years of age. He has worked for Montreal's Newspaper Guild and the CBC in Toronto. In 1963, he was an NDP candidate in the riding of Ottawa West. Then in the 70s, he worked in broadcasting in CBC Ottawa before moving to Paris to be a freelance writer. Returning to Ottawa, he turned his efforts back into politics where he became a Member's Secretary on Parliament Hill and then began writing for Stats Canada.

Upon his retirement, Huggins took up acting and had a number of small roles on Maritime television. As an actor, he is best known for his portryal of Shitty Bill

Huggins was married once and had two children from that marriage. His wife succumbed to cancer in 1984. He also lost his second partner to cancer in 2001. He spent the lest decade of his life with a third partner before being diagnosed with Primary Aggressive Aphasia which affected the language centers of his brain. His health declined severely in 2013 and he eventually died on March 29th of that year. 

The 2014 movie, Trailer Park Boys: Don't Legalize It! featured a credit which dedicated the movie to Huggins, as well as Richard Collins and other TPB alumni and friends who had passed on since the previous installment of the franchise.
